So I'm usually against pre-ordering. As far as I'm concerned, it's rewarding the pre-release marketing campaign instead of the game's quality. In fact, the only thing I ever remember pre-ordering is the original Xbox and Halo... but they didn't really count because it was already released in the US (I'm Australian) and reviews were around.
But I broke my no pre-orders rule for Skyrim. Why? Well, I wanted the cloth map that comes with pre-orders. I have no interest in the collector's edition but I like the cloth map. And I loved Morrowind and mostly enjoyed Oblivion so I figure it can't be too bad.
