For the sake of fighting gyms, Bulbasaur was the best.
Strong against:1,2,8 Weak against:7 Resistant to:3,4 nothing:5,6
Just to nitpick, while Grass attacks are Neutral against Psychic, Bulbasaur was part Poison and therefore took double damage from Psychic attacks, and was therefore weak against Sabrina (6).
Was bulbasaur poison in Red/Blue?
Yes, Bulbasaur and all its evolutions have been Grass/Poison since Day 1.
And while this didn't apply in the original Red/Blue which had some funky ways of dealing with Attack Strength and Resistance conflicts (use Ice Beam on Gyarados and it's Super Effective instead of neutral), in Fire Red and Leaf Green one could make a case that Venusaur (I mean, c'mon, you're not taking on Giovanni with a Bulbasaur, right?) is only neutral against Giovanni. Grass resists Ground, but Poison is weak to it, so Venusaur would take normal damage from Ground attacks. I don't remember Giovanni's entire lineup, but two of his Pokemon are Nidoqueen and Nidoking, both Poison/Ground, neutral to Grass attacks and double resistant to poison. I think he also used a Kanghaskan which is Normal, but don't quote me on that. But the G-man also has Ground and Ground/Rock Pokemon, so Venusaur may have a slight advantage over Giovanni, but he's not going to mop the floor with the guy.
I don't know if this applies to Yellow, and I don't know if Red/Blue counted a grass attack as strong or weak against Nidoqueen/king, or Ground strong or weak against Venusaur.
