I was getting 1.5Mbps on ADSL2+ on one exchange.
Took 6 months, 1 month with no phone and Au$600 but I managed to get connected to a closer RIM.
No physical work was required on my phone line or the exchanges, Telstra just needed to correct their database.
Now I get 19Mbps on ADSL2.

The NBN has and will cost the Australian tax payer NOTHING!
Howard set up the 'Future Fund' (FF) for exactly this purpose.
The FF lends the NBN Co Au$29.7 billion to build the NBN network, same for full FTTP or MTM (multi-technology mix inc. Vectored VDSL and HFC).
NBN Co pays a 7% return on investment.
So the Australian tax payer will not actually pay a cent and will make a few billion in interest.
Both plans 'cost' the Australian tax payer (via the FF) the same amount.
But one plan will need to be replaced before it is finished (MTM).
One plan will require an extra Au$1 bill per year in electricity and copper repairs (MTM).
So to save Au$15 bill on the build costs we will pay Telstra an extra Au$20 - 30 bill, depending on how long it is before we rip up the Vectored VDSL and HFC and run full FTTP.
Australia is a big place. FTTP can currently deliver >900Mbps at 120 Kms, Vectored VDSL struggles to deliver 28Mbps at 1km.
Wireless will not deliver the required low latency bandwidth, unless we want a very expensive mobile phone tower on every corner.
