Pacman must really be a ghost himself. How else could he interact with the other ghosts? That means that he can just float above the ground because he has no body.

the walls are maglevs

its electromagnets, obviously.

Thats why he cant get into the center square, thar be no maglevs to guide him there

The maze he lives in is actually a surreal painting, where ALL the surfaces slope down, and they are lined with grease, so he simply slides everywhere

Pac Man moves by inhaling furiously every time he opens his mouth. This creates suction that pulls him forward continuously as long as he keeps opening his mouth. "Waka waka" is simply the sound he makes from each inhale.

or maybe pacman is just an illusion created by millions of tiny pixels that jiggle to make him move, but because there so small we cant see the jiggle we just see the movement

Whenever he opens his mouth, the bottom of his body is pushed back with it. This pushes the rest of his body forward. When he closes his mouth, he does it quickly so that it doesn't grab the ground and push him back again.

So he crawls (kind of).
