first off its not legal in most states to hunt with any rifle bigger than .30'06, i know in Massachusetts its not legal to hunt with a rifle bigger than a .22 so to do any real hunting you need to use a 20 or 12 gauge and as we all know slugs arn't exactly accurate.
WHAT?!? no i love the 50 cal for target shooting. If it weren't illegal to own a 50 cal in Massachusetts I would own one. Also I don;t have enough land to shoot it on. .50 cals, especially Barretts, are like corvettes... absolutely no reason to own one, other for the sake of owning one. I had not considered building my own rifle that is a good idea. I know the US army marksmanship team "reengineers" all the parts on their rifles. Get a Remington 700 action, probably from a place like Surgeon Rifles. Get a custom barrel on it, 26". I'd recommend to have it fluted. Choose the caliber you want. Choose the stock you want (for a tactical rifle I'd recommend a McMillan, they make plenty of nice stocks in whatever color you want.
As for optics, I will alway say go for a Leupold
A Mark 4 should top that very nicely. And get a few other minor accessories, and you got yourself a nice long range precision rifle that will reach out 'n' touch something
Also, calibers I recommend:
.338 Lapua (expensive now, but gaining in popularity among target shooters)
6mm BR Norma (a great Euro target caliber)
6.5-284 Norma (another great Euro target caliber, more readily available in the US)
.300 Win Mag
.300 Ultra Mag
Also, I am assuming that you reload your ammo custom...because if you don't, you really shouldn't even be getting a rifle that high priced, you'll just bottleneck it's accuracy.
All this is still cheaper than a Barrett, I believe. And also, the M82A1 never got off the ground because it had limited accuracy at longer ranges, which made it better suited for an anti-material rifle. And the action of a semi-automatic has far too many moving parts to truly allow it to compete with a bolt action sniper rifle.
