I would make it in the sky. A gigantic balloon city guarded by genetically engineered pterodactyls.

Pretty much where it already was, in international waters. It's out of the jurisdiction of other countries/the U.N., so they can't come knocking on your door to complain about ethics and morals. There's no laws out there.

well, the jungle actually would look really cool if it was the sort of Rapture style - huge windows, brass and the whole art deco style

a semi submerged desert style would be pretty cool..

also, anywhere where it could loom out of a bank of fog, surrounded by silouhettes this huge structure rises through the haze to materialise a vast city, its expanses hidden by the swirling vapours... it would need to all be bluey grey as well....

I'd build one city in each of the locations lited. And the sun. And next to my house. And on top of old Rapture.

I would build a giant bulb city (bulb city design >---> O>) in the atmosphere and call it "mega death fortress" (said in an cool metal voice). Everyone living there would have a RPG issued to them and have access to those regen chambers so that they will be ready for the inevitable hero who comes through and kills everyone. No more will my people fight with knives and faulty weaponry. They will mow down their adversaries with the pure skill of their hands and... what was the question again?

Under the North Pole. It just sounds like badass place for a city. Besides, it's on the top of the world so that clearly means it would rule the Earth.

Well, the problem with doing something like this is that you want to keep it isolated, but there are a lot of inherant problems with building a habitate in a totally hostile enviroment. Rapture itself started to fall apart VERY quickly without constant maitnence.

Space seems like a good option from the list, as pretty much all the other areas could be reached fairly easily if someone really wanted to. But that isn't my idea so I didn't vote.

If I had all of these uber-scientists and am going Science Fiction I'd probably want to build it in a parallel/pocket dimension.

Either that or build it anywhere, and vaguely stealing an idea from L.Ron Hubbard, use temporal engineering to put it permanantly "five minutes into the future" so it could be anywhere but constantly doesn't exist as part of the regular flow of time, and you couldn't get there without temporal manipulation.

Another example of what I mean is sort of like "The Langolears" By Steven King. Except in reverse. Rather than people being temporally displaced, everything else is so direct interface isn't possible.

That would be a frighting experience to a mountain climber to find it. Wonder how the big daddies would look.
