Depends. Probably enslave if I knew I could hold the city, but if I knew its former owner was going to counterattack and retake it, then genocide it is.

After all, if I can't have it, no one can.

Anyways, I think that I'd probably either enslave them or simply colonise the city if I was an invading emperor man. Chances are we'd be overpopulating by this point anyway.
