1) No I wouldn't.
2) It wouldn't be just one cent. It would be millions, possibly billions of dollars in damages. How you ask? Many bank accounts and transaction systems are setup to be exact. Take a cent away and you have lots of problems, namely: canceled transations, bounce fees, confusion, lost-man hours, gained-man hours (more money spent) on workers tracking down the problems, etc. You wouldn't just be innocently and harmlessly pillaging a penny from everyone. You would be causing a lot of grief and damage to a lot of people world wide. It would be a terrible crime.
3) People would notice. Like one in every three I would say, would notice. Lots of people live paycheck to paycheck. Lots of people put EXACTLY what they need to in their bank. If you drive to the bank, deposit $15.00 and check your account the next day and see 14.99, you're going to have questions if you wanted to purchase something that cost $15.00.
This thread shows me that not many people actually thought this through before they just said "yeah sure why not". It possibly shows how many people on this thread pirate..
