There were a couple occasions that made me jump a little because enemiies appeared behind me where there were none before and I turned around to the silent little bugger standing right behind me and just staring but a few Rivets to the face solved that. No scares, jumps at best and the atmosphere does aid that but still doesn't cause any scares.

'Bioshock' got scary for me when I was in a room all by myself and I accidentally knocked over the record player.

I only played the first game so I can't really judge the second one, but from what I played I didn't think it was very frightening at all. It was suspenseful and atmospheric, but not scary. Lurking behind a Big Daddy did creep me out though.

Part of this may be because I'm spoiled by better incarnations of the horror genre, though most of my experience is in literature. Personally I prefer psychological horror to jump-out-of-closet terror.

The beginning of 1 is. Mainly because you're weak and lack proper ammunition for long drawn out firefights. It turns into a Normal FPS by the mid point.

I think creepy is more the word. It's a very atmospheric game. I'm talking about 1. 2 wasn't all that great. Didn't help that your character was a absolute beast.
