Yeah it's perfectly understandable, seeing how you only experience the whole snow problem like once or twice every two years(?). I'd imagine it would cost way too much for cities to invest in snowplows and whatnots, just so you can go to work on those few days per year. From what I assume, your country shuts down on snow because you don't have the stuff needed to keep roads/railroads/whatevers safe? Do you guys fit snow tyres during the winter, or have non-freezing diesel?
On the roads, it's not really as big a problem as everyone likes to make out, provided that there's been decent gritting going on. At the moment we're running low on grit and salt, because we used it all in the last wave of snow, and that's screwing things over. Basically, we're not prepared for this amount of snow, because it's not normally this bad. Some snow is usual, several feet is not. We're a temperate island. Also remember that we're much more crowded than America or Scandanavian countries, or in face anywhere in Europe, really (for some reason everyone wants to live here; why's that if we're so terrible?), and this slows things down all the more when the snow hits.

I guess that the good drivers take the bus (because of the traffic) and the bad drivers take the car because it doesn't get dirty in the snow or something.
