PROFESSIONAL INSIGHT TIME!
I'm actually going for a psychology degree right now and my focus is children, so I can actually answer this with a bit of background knowledge.
Small women and young girls are very different. There are several changes that take place revolving around puberty aside from the obvious ones, and sometimes it's even intangible. You can definitely see this if you browse porn sites a lot, because your mind is centered on the idea of finding an ideal mate. If you aren't attracted to children, the second your horny eyes find one, all your wires get crossed and you just don't know what to do with yourself. If you are attracted... Well you probably had the opposite reaction.
You see, puberty is much more than just growing boobs and getting taller. One study we actually did in class was astonishing. Four anonymous girls in different parts of their menstrual cycle were asked to wear the same t-shirt to bed three nights in a row, then bring it to class in a plastic bag (and of course secretly). The men in the class then smelled each bag and rated which one we were attracted to most. 90% went with the one that was ovulating. So a woman who is small and built like a child is distinctly different from an actual child.
This being said, some men who are attracted to children will sometimes look for a smaller mate and then fantasize, but it would never be the same. Of course, I do mean some men. The overwhelming majority of men with small girls either just like small girls or are indifferent to their partner's size.
This is where legislation gets tricky for statutory rape. 16-year-olds have extreme potential to be incredibly hot. That's when a girl, biologically, should be having a child. But mentally, she's likely not mentally/emotionally ready to consent to sexual contact (especially with an adult). However, if you're convicted of statutory rape of a perfectly mature 16-year-old, you are basically labeled a child molester for life. It's a brutal system designed to protect children, but it severely hurts the rights of men. It's why some states and many countries actually have an age of consent of 16 or so. I think Canada's was freaking 12 (way too low) until rather recently.
But when it comes to protecting children, I'd rather err on the side of caution.
