This sort of thing is peer reviewed by other players, through an anonymous process. You see, they say I left to many games in succession or have been disconnected after being Idle for to long. The problem is I have completed every match I've joined but had to reconnect after the client simply disconnected me from the match or closed the game entirely. I was planning on buying a few characters tonight but now I question if I'll even bother playing after the suspensions lifted, because why bother? What's going to happen next time? A week long suspension? A ban? Can you imagine being banned from World Of Warcraft because you disconnected or just had more important things to do? Or any game for that matter.

you are automatched to summoners of a similar level. Runes and Masteries can only be gained through gameplay. OT: You could be getting hit with autosuspensions. That would be my guess; my experience with HoN and League has led me to believe that the guys programming the games aren't particularly good at what they do, so I wouldn't be surprised if they implemented a half-assed automated system to deal with new accounts and then called it a day.
Or are you one of those people who take the game seriously and want to get to 2k in ranked?

I don't play the game seriously, but I do expect it to be fair.
This does not mean of course you might not run against unfairly more experienced players, or that matchmaking elo bork. And there's always the dreaded premade.
In General: The Tribunal exists because Riot is a small company with a huge user base, they're hiring aggressively but its impossible for them to personally investigate every reported incidence. In the case of perceived wrongdoing, appeal to Riot.
