I would like to suggest anything from the Fire Emblem series and possibly the two Tactics Ogre games that are currently out.

Believe me. I'm not offended if you think that I'm not good enough to beat a game I have finished more than once because I like to play it in a way that limits the amount of faffing around I have to do. Maybe sometimes an enemy was scary and people near it needed to run away. I don't know, I don't remember every detail. Yeah, I know that you have to micromanage in Baldur's Gate but you have to do that in many RTS and only a few RTS are categorised as RTT. Micromanaging does not a tactics game make.

As for core rules. I'm not playing any real time game with (semi) autonomous units that has area effect spells and friendly fire. That isn't satisfyingly tactical. It's just annoying.
