The Penguin could be reinterpreted into a realistic character within the Nolan universe. That anime six-parter "Gotham Knight" did that. It's technically, and loosely, tied to the canon of the Nolan universe, but they had Waylon Jones "Killer Croc" as a man with a rare skin disorder that made him kind of scaly, not in a literal sense, and when Batman confronted him in the sewers, he was all hopped up on Scarecrow fear toxin, which distored his figure and made him appear to be monstrous. While I'm not sure about Ms. Glau, I agree with Black Mask and Catwoman. Black Mask fits well into the Bat-filmverse, being basically an unorthadox mobster with some physical prowess, and Catwoman because, well, we need a new love interest for Batsy, and I really like their relationship in the comics. Well Croc was originally a guy who's pretty strong, but has skin mutations that look a bit like a crocidlie skin.
