Trust me ladies and gents, there is a huge difference between 20 and 30. Your eyes will go, you will calm down and start being more tolerant of people, and you will find it easier to buy booze in pubs.

Two of those three statements are true to all people. One is true of only you and maybe a handful of others. Here's a hint it doesn't involve either an optometrist or a breathalyzer test. =)

I'm a chatty person and always end up a little disappointed when say, shopkeepers don't want to say something about the weather. When I worked in retail I always wanted to chat with the customers.

It depends. On the people, the place, and the time. If I'm feeling comfortable with all 3, I find it very easy and enjoyable to ramble on to people about nothing much in particular. If not, then I'd rather just say nothing.
