Well it depends.
Has the majority of the game been spoiled for you? If that is true, then Portal will not be nearly as good as people say it is. However, if you like the idea of a unique puzzle solving system using Portals, then I would recommend Portal, even if people have spioled the game for you.

Yes there is. Portal is rich in dialogue, not the mention you can learn a lot about the facility you are in by observing the set pieces. Based on what you have said I think you are the type of person that would really like Portal. Still, don't go in expecting it to be the greatest thing ever.
Earlier you expressed concern that Portal has limited replay value. I'm afraid that is true. The game itself lasts about 2 hours. there are some challenges you can complete afterwards, but it doesn't do to much to extend the life of the game.
That's why I recommend buying the Orange Box. You get enough games to occupy yourself for a long time. Heck, TF2 alone has maintained my interest longer than almost any game.

I'm going to be honest, vanilla TF2 is nothing compared to the new TF2. I can't imagine playing the console version again after playing the PC version. I don't know how well TF2 still holds up on the consoles.
Still, I initially bought the Orange Box on the 360 and felt it was well worth the money I spent on it. It was so good that I bought again once I got a better PC, and that was back when it still cost around 50$.
