Currently yes, but originally it wasn't like that so your OP is wrong.
People hated the original Xbone because it was restricted by default. That was the deal with the used games controversy. That is how the Xbone was different than the PS4. Yes they changed it so now it is the same, but it wasn't at first.
Thing is, the OP is one of the fiercest defenders of the Xbone (second only to The Uprising) on this site (you may recognize him better as a shoe), so his take his "anti-Sony, pro-Microsoft" stance with a grain of salt. On other sites, people would use a 6 letter word starting with "f" to describe him, but that's frowned upon here, so let's not call him that. Instead, let's use the PC term, "Avid supporter of Microsoft".

First of all, I'm pretty sure the same clause was built into the PS3 terms of service and that changed nothing for the used game/ rental industries.
Secondly: from Xbox Live's user agreements:
Microsoft may at any time regulate, control, modify and/or eliminate the game currency and/or virtual goods as it deems fit in its sole discretion.
All consumable currencies or virtual goods are forfeited if your account is terminated or suspended for any reason or if the Services are terminated or discontinued for any reason.
So they have an agreement whereby you can add funds to your MS wallet and they could just steal it from you with no compensation. I wonder how many times they've done just that - probably about even with the amount of times Sony will restrict used games sales on the PS4 I'd wager.
