I typically shave after a shower. Of course, I don't usually have that much to shave (just the cheeks and sideburns, normally). I used to trim my beard after, as well, before I figured out that that just made it harder and messier.

Woah, I had no idea people shaved in the shower. I've never even considered it actually.
I shave whenever my stubble starts to get past about 4mm, then it just looks scraggly. I keep the goatee though.
As for when, always before a shower, but I only use electric razor now anyway; no razor burn, much much quicker, and much less mess.
