For me it depends on which cartoon/comic book version you're referring to.
But 72% of the time I tend to like Rouge more.
Her powers, her looks, her personality(although if I remember right each adaptation/version uses a different personality), make me fall in love with her.

Anyway, I'll go for Rogue. I have a thing for redheads, and that white curl in her hair makes it even better. Not to mention that awesome leather coat.

Mostly because somehow they've made one of the most boring redheads that is Jean Grey, which is funny because any and every redhead, before and after Jean, even some of her 'clones' are interesting. (save for Mary Jane, but she was at least interesting in the beginning for me >.>).
