I agree with these two statements wholeheartedly. Video Games are a legitimate art form and the designers/storytellers/whatever can include whatever they wish to achieve the end goal so long as it's coherent and (hopefully) good. So long as the magical supreme beings that control the ESRB don't muck up the rating and cause, as Jim Lahey would say, a sh*tstorm. Yes of course things like that should be in horror games (provided there is some kind of reason for it, random acts are rarely more than just gore porn), that's why they are horror games. You are supposed to be horrified!
The easy awnser is yes, like movies or books it is all about context.
