If you think that a CoD game that is multiplayer only would be priced less than full bill, you are smoking something. CoD 4 WAS priced at 39.99 back when it was first released until it started getting popular, but then it was jacked up to 60 bucks when they realized they had a hit on their hands.
What you are proposing is like taking World of Warcraft and removing all the NPC's except for vendors and AH. Wanna level? Just grind mobs. You don't need quests or storyline. Everyone knows the entire population of WoW lives to do PvP and raid for endgame loot. Nobody would possibly ever enjoy a rich storyline and environment you get from the single player leveling experience.
Multiplayer can be a nice add on, but a game cannot stand alone on its multiplayer content. Especially a series like CoD where so much of the environment is created by telling the single player campaign. Don't believe me? Just pick up a little game called shadowrun. It's a game that might have been cool if they actually cared enough to have an engrossing single player campaign, but instead has training tutorials for the multiplayer content, which is pretty much all it is. An empty shell of multiplayer with no real story to actually make you enjoy the game. To make matters even worse, it's based off a table top rpg where players pull out dice and role play stories. They took an audience that have loyally followed the game system for years and gave them a game that takes influences from some of the game world and made it a first person shooter where they couldn't even role play. You might as well make a dungeons and dragons football game and have a dwarf team face off against the halfling team!
Anyway, to get to the point, CoD should not be a multiplayer only experience. Co-op campaign would be appreciated though...
