In general, no. In extreme situations? I'm sure some exist that could justify it. Like if your car became sentient (and naturally, evil) by being parked in some sort of mystical illegal parking zone. Also, I'm sure more realistic situations apply.

OT- No but only because I believe in the off chance there is a sold reason for that person to park at that place illegaly as long the person pay the fined. Example the wife is going into labour so the guy use his car and did park illegaly in hospital so he get his wife inside as soon possible. As long the person take responsibly for his/ her actions than that fine unless they are just ignorant jerks.
I read the title as "plank illegally", to which my response was an overwhelming "YES! And then crush you with it when they're done with the car!"

As long as the law is on the books and there are signs around that say "Cars parked illegally are subject to being run over by a tank at the expense of the owner," why not?

Even though o' little town of Birdsboro once produced tanks for the war effort, we no longer have an ample supply of them any more (at least ones owned by the township anyway). However we do seem to have an excess of steamrollers though. That could work.
