Because Microsoft pays and maintains the servers, wich is not the case on either the PS3 or the PC. You have to realise what you're paying for. That said, I own a 360 but I don't bother to pay for it. It's not worth it for me, I bought a 3 month card once and I barely played online. Safe to say that I won't pay for a Gold membership again. Actually, no, because Xbox live subscription fees don't just account for expense coverage... the company makes a sizable profit. That money you pay goes towards a lot of things, such as anti-cheat systems, matchmaking and other services. Take away the subsciption fee, and a lot of that will go away or get a lot worse. DLC would cost WAAAY more.
Take even the best PC games or MMOs, or even PSN. PSN has a pretty piss-poor network and community system - even developers like IW, Bethesda AND Valve have said so. Cheating is a little more lax on the PSN because the PS3 is fustratingly hard to work with, and very little pay-off compared to 360 or PC.
For the PC, either you have to pay to host games, or you have to have an inanely large amount of computer know-how to make a server that won't die in it's first week. (Sometimes you have to have both.) Further, cheating is rampant, and far worse on PC games, as it relies on playrs to do the enforcing, with devs only taking the time to try and deal with the absolute worst offenders, and its far easier to do.
Then how come PSN or PC games are mainly free online? I agree with the OP that if I were to have to pay I'd demand a lag-free experience which isn't always the case. PSN delivers a more than adequate free substitute for X-Box Live.
