If the parents want to pay for a little extra "oomph" in their child(higher intellect/dexterity, w/e) that's fine too.
No way will I let that happen. I will assassinate the scientist responsible. Once scientists find out a way to remove birth defects before they're born, the world will collapse.

It'll start with 'my sons gonna be born with a funny nose FIX IT!' to 'my sons not smart enough, or strong enough, or dark enough or have good hair' and parents will start to reject their 'mistakes' and people will kill each other over this.

I dreamed it all up one night trust me it will happen.

Perhaps all males or females get a shot so that they can not reproduce and if they want to have a child then they have to apply for one, pass some tests, and the shot gets reversed.

This one is sticky. On one hand, there are some people who have absolutely no business having kids. On the other hand, I can't imagine people taking your kid away to some government orphanage or something being good for the kids. You can't exactly stop people from having sex anyway, so you can't stop the people who don't give a crap about the consequences of what they're doing. Even if I agreed with this, I don't think it could possibly ever work.

Edit:

That's actually a good idea. It'll be a problem getting every last unregistered person to take the shot though. It'll take too long, fill up all the clinics for a few months or years, and there's gonna be a problem if the shot can't be reversed for any reason.

No. That idea is just stupid. This kind of legislation makes me think of "A Criminal Act" by Harry Harrison. Go look it up.

The government has no right to in any way tell people how many kids to have, or whether or not they "get" to have kids. It's the ultimate denial of freedom, second only to denying the parents their own right to live.

"Brave Newer World" is a short story which pretty much describes that which you were talking about.

And it is the logical continuation of a license to breed.

Sadly, there are not enough qualified parents for all the kids that would be taken away. Its always the people who are the least qualified to parents that seem to have 4+ kids.

Every 3 years you have to take the test from 18 to Death.

If you fail to take the test, and you have a child you get fined.

I would like some kind of restriction of parents, but the question is..who's fit to decide what would make a fit parent? It's disguisting how unfit most parents are, but compltely impractical to do anything about it.

What happens when the fine isn't paid?
Is the child then taken away? That would create ever biger issues than poor parenting.

I noticed that. I was hoping no one else would.

parents seem to be a lot less vigilant these days, all the time i see children running around in the street while there guardian is no-where to be seen. Then when the kid gets almost run over they blame the driver! some light vigilance would be greatly appreciated. so i ask you: should you need to pass a test to be a parent. I'm not asking for some outrageously hard biology test, no just a few simple real-world situations
Just because someone passes a test or gets a license does not mean they will be responsible. People have licenses for cars and yet many people cause accidents.

I don't know too much about laws, but if somebody is a terrible parent and often risks their child's life, can't the local authorities give the child to a foster family? Maybe we should just make that law a bit stricter.

I am gonna say yes to this. If you think about it, having children isn't a right or privilege, it is a goal.

take this: from adolescence to pretty much mid forties - fifties (this is a male perspective btw) it is a human goal (and a goal of all life forms) to pass on their genetic material. So by forcing people to be certified to become a parent isn't taking away anything really, if people want to have sex men can have a vasectomy, woman can have their tubes tied, and there is all ways masturbation (I hope we can all be adult about that term). You see not all members of a species must produce children for it to survive.

In a way China has already taken a step in the direction of this by limiting the number of children a couple may have, due to the out of control population growth in their country. In the future we may see forced sterilization of people, should they be under a standard IQ, to only pass on the best genes. In a way it sounds like what the Nazi's tried to do with the breeding of blond haired/ blue eyed people, but in the future where the population of earth with have greatly expanded it may be what the government decides to do to thin the heard, so to speak.

That is just my opinion. Also, all power to Flame Shields.
