To bring more players into the hobby, simple. Team Fortress 2 is a lot of fun, so would you like more people to get into it, or less? But first you've got to realize my argument isn't "sex sells". No doubt if Valve designs a squad full of athletic women warriors, there'll be a lot of folks who'll think they look hot. But that wouldn't be, or shouldn't be, the point.
Giving players the option to play as a woman gives them the option to play as the gender they identify as. A lot of guys don't get this because very few games don't give you the option to play as male, but mark my words, there's more than one girl out there who would've loved the game but gave it a pass because TF2 appeared intended for boys only.
Attracting more women means attracting more players, which is good for both existing players and for Valve. Valve gets to sell more licenses, and players get an expanded fresh blood supply (figuratively speaking).
