I voted good idea but it probably isn't a good idea at all. It's only a good idea if it's extremely easy to get up on and, more importantly, down from your school's roof and you stay away from the edges.
It's also definitely not worth 200 dollars to get up there, unless you just want the YouTube fame.

Forgetting about the fact that you'll probably break your neck/get suspended/expelled.
Dressing up in a cloak and hood and prancing around ontop of a building in the US? you'll probably be mistaken for one of those 'mustache-men-land' terrrrrrists and shot in the face repeatedly by some patriotic cop.
Lastly the only way to recount a story of such stupid bet related daring is "well we were very drunk and it seemed like a good idea to..." , "I spend 10 and a half months preparing to..." just doesn't cut it.

That is a very bad idea. Not only is it dangerous, but your friend most likely didn't think you were being serious and the school would definitely come after you, possibly with aid from the police.
Make sure you wear good running shoes, you have about 10 months to train.

If the best advice you can give is 'Get an Altair costume' fail.
Learn to Parkour first. Once you know how to do that, then do it. But until you -have- the skill, do not attempt the deed or you'll break a neck.
