So my sister is driving, and we arrive at our turn into a neighborhood. Someone, who is obviously lost, is parked at the side of the road, at the mouth of the intersection. My sister makes an extra-wide turn to go around them, but, upon seeing my sister approaching, decided that they were in the way and veered out. My sister, who loves to growl at traffic screams "HOW DARE YOU STOP THERE AND THEN PULL OUT!!"

You gotta use it at the right moment or else it isn't funny as shown above. However if you use it in this situation it works.

well, it can be overused, but that one epic moment that is talked about for centuries... like that time when a really cool teacher overheard someone do one of those jokes, he said "no thats NOT what she said, if she says that you need to get OUT." it was amazing

Anyway, the reason it's funny to some people is because it gets a really annoyed reaction out of other people. The more annoyed the other people get, the more funny it is to the people who are doing it.

Over-used? Yes, but you have to realize that when you acknowledge the joke is irritating you, it goes on longer.

A lot of people I know overuse it, so now I only use it when it is epic. The last time I used it was about three weeks ago, when my roommate's brother asked him to take the hamburger meat in the freezer out to thaw before he left for class. He forgot, and when his brother came in and said, "God dammit, you didn't pull your meat out in time." I just had to say it.

This joke is like alcohol, best in moderations. Probably about a couple times a week or month even, but more than that is kinda excessive. My cousins were ripping that joke out for about a couple days in a row, they said "That's what she said" about 20 times an hour... Omg, I'd thought I'd die from Chuck Norris round house kicking me and saying "STOP SAYING THAT'S WHAT SHE SAID!" that weekend. XD

Whenever anyone says That's what she said and it doesn't work,

I always say "That didn't work!"

And of course...

This is just like "your [mom/face/soul] is - [whatever]!" - just another person beating a dead horse expecting it to pull a load.

It's only funny if it's timed perfectly.

It fails to be funny if I hear it more than once every little while.

That's what I was gonna say. Of course, it doesn't work if someone is spamming it all day hoping it'll be funny eventually. I tend to give a stern talking-to to people who do that.

Its funny when it makes fun of the person saying it or makes no sense at all like "its to small" thats what she said, and yes that happened to me in a CSS server.

Any overindulged joke becomes annoying. Given the proper context and timing, "that's what she said" has the potential to be funny, or even downright hilarious.

The best context is something that has only a vague potential to be innuendo. Something more obvious than "I'm going to the store" and less obvious than "it's smaller than I expected."

It's all about the timing and what context the phrase is used in. If something blatantly sexual like "I don;t want to hold your meat!" then please keep your comments to yourself. But, if coupled with something somewhat intelligent......granted perversion and intelligence aren;t the perfect couple....then please, fire away the "That's what she said" rifle.

Where it's annoying:
