There's... Very few occasions, when it's a good joke to make. Most of the time, it's deserving of a punch in the face. Once in a while, used ironically, it's worth a wry scowl, but should otherwise be ignored. About once every six years, the stars align, and it's actually quite funny.

So the answer is yes. It is indeed funny or annoying.
