I would encourage my kid to keep them, imagine what they could do with them in the future, playing the piano, becoming a surgeon or even joining the army.

Why would I have them removed. Where are the disadvantages? A child with two heads was deified in India, and she died before she was a year old. With a non-harmful mutation, he could become a world celebrity.

Also, imagine how you would feel if your parents told you that you had had four arms, but they had taken two off because they wanted you to be 'normal'

Of course, he could have the arms removed if he wanted a normal life instead,

That depends on some stuff. Are the arms normal, smaller or larger than normal arms. Is the child able to use them just like normal arms? If they are normal and he can use them right leave them. He could become a guitar player, boxer, X-Men, etc.

Edit: It would be hard to find fitting shirts though.
