the imperium of man hands down.
just look at the troops they have, at least a million space marines in total which are basically un-killable gods and very rarely (fluff wise) die fighting anything less than traitor marines. not mentioning their tanks and terminator troops.
Trillions of guards men equipped with tanks that are basically super over kill and the men are equipped with weapons when fired in mass rip just about everything apart.
the inquisition with its storm trooper guardsmen and power armoured bolter wielding sisters of battle.
also the titan legions larger than our skyscrapers bristling with hundreds of weapons.
A mix of ultra destructive weaponry with blind faith and allegiance to the imperium also coupled with many units "never give up never surrender" attitude, the imperium is basically gunna fuck your shit up.

I picked Rome, since they're the least likely to collapse if their leaders are taken out.
I would have picked 'other' except most of the votes are going there and it's not very interesting to look at the stats.
My Point: The Empire (star wars) because they are the best run, most efficient army I have seen. they have
1. war: trillions and trillions of soldiers to throw at any problem, possibly including a death star. One dark lord of the sith, one emperor, who is very good at twisting a situation to his own ends. And all of the below.
2. one on one fight: blasters (and i'm having the vibro-blade as well), armour and very strict training
3. two small forces: ATST attack walkers, speeder bikes etc. and possibly a TIE bomber
4. one planet: the ATAT, star destroyers (and super star destroyers) as well as a full set of support fighters

40k Imperium of man, you need to bring in really overpowered high tech franchises to register as anything more then a mild annoyance in the 40k verse.

Ima have to go with the US NAVY SEALS for mid tech... A single 4 man squad can kill 120+ in a single one-sided engagement and only lose 3 men, meaning that they have a 40:1 kdr.

Seriously, though, I'd like to see a Covenant v. Imperial Guard war, if only for the fact that Religious Fervor is sometimes more powerful an aid in war than even the biggest gun and most well-trained battalion. Neither side gives up, neither side backs down, because both sides are entirely convinced of the righteousness of their cause and the depravity and heresy of the other side.
