A few people on this thread are under the impression that being badass only exists if you do things that are badass. But it's not. Being badass is looking like you could do things that are badass.
And that's why Duke Nukem is the most badass video game character ever. When you look at that guy and someone tells you his name, you just know that he's seen shit gone down - even if he hasn't.

I'm not sure I agree with any of these save Duke Nukem and Kratos. A lot of the characters you've provide are defined by their actions, which a player conducts regardless.
Part of badassery is self-awareness. Effectively, 'I'm only this over-the-top' because I've earned the right to be and I know my weaknesses.' Their badassery flows from their personality, motivations, and history.
In addition to Duke Nukem and Kratos, I'll volunteer:
Eddie Riggs (Brutal Legend)
Leon S. Kennedy (Resident Evil 4)
Barry Burton (Resident Evil Remake)
Urgot Wrex (Mass Effect)
Barret (Final Fantasy VII)
Drachma (Skies of Arcadia)
The Tediz (Conker's Bad Fur Day)
Dante (Devil May Cry)
Each of these dudes articulate their personalities distinctly and meaningfully, without succumbing to aggressively cliched or common stereotypes. You've got a general idea of why they've got a bug up their ass, and you can see how they're attempting to be rid of it. In a lot of cases, their unintentionally funny because they take themselves WAY too seriously; the world is just not as intense as they'd like it to be.

the most powerfull out of them proberly be between alex mercer and kratos but neither are my frav characters i font alex mercer verly bland and unintresting and for kratos never really played much of the games but come on he is the god of war he must be bloody powerfull
If I could pick from outside this list, I would probably go with the Arbiter or Wrex.
But as for those on the list I'm going to say somewhere between Alex Mercer and Masterchief. I am not particularly impressed by the former as a character but his powers are certainly awesome and the latter again is surpassed easily by the Arbiter in terms of my affection but there's stil no denying he knows what he's doing.
