Over, obviously. It's farther away from the wall and easier to see where you're supposed to tear it (if someone can help me out and tell me what that's called, the dashed indented line where it's easy to tear. It's late and I can't remember).

Over ofcourse! It's easier to get to... not like under is hard but the seconds add up everytime you try to get it from under, over the years ;).

Over and fold. Easier to get at and get the appropriate ammount for over. Perfect balance of efficient use and protection for fold.

I prefer it under. That way I can just swat the roll and it rolls itself back up.

Over looks nicer, and is more useful...
However, we always do toilet paper and paper towels under. Why? Cats. If you have cats, you know why. If you don't, let's just explain that they like pawing at the roll. Under, and they can just spin the roll. Over, and you go in to find a whole roll unwound on the floor.
