My basic idea is (and I think this option is missing from your poll... and I would BEG you to add it because I think it is a very viable option... more viable than any of your other choices) that women should wear make up appropriate for themselves and not follow a trend or overarching guideline that may needlessly apply to them (Read: eyeliner and eyeshadow are NOT always a necessity, no matter who you are... hell, some women should stay away from it entirely - or at the very least recognize that their eyes look better without having black gunk built up around the edges).
For example, my girl friend HONESTLY only wears eye liner (occasionally some of that cover up stuff for blemishes, but more or less just eye liner). and it's AMAZING. But that's because she has an AWESOME complexion. For example, people constantly ask her what type of eye shadow she wears, when in reality her natural complexion offers a PERFECT, slightly darker shade around her eyes. All the eye liner does is bring that out more with the contrast of her gorgeous brown eyes. Dont' get me started on her cheeks (with natural blush complexion) and lips (a rosy pink) or her (again natural) dark, tanned skin tone. All she needs is eye liner.
And girls should recognize sometimes simplicity is bliss.
