I voted for the 2nd option, just because I think it would be cool to play a Fallout game from the Chinese side of the world.
What else would I want?
Maybe a karma system that isn't so easily visible when playing -- like it goes on in the background and actually effects things, but doesn't notify you, and not just a little sound effect when you do something bad. You should already know if you are doing something bad.
Also a factions system that actually matters and has some impact on gameplay other then what happens at the very end, when you are done playing.
In F:NV I felt like it ultimately didn't matter what side you fought for and worked with. The game ends immediately after whichever faction wins, so you don't get to see the effects of that side winning on the wasteland. Plus, you could go all the way through being hardcore NCR, and then get the Mark of Ceasar and have the Legion win... which makes no f'ing sense and felt really cheesy.
I played through all the endings of F:NV and they all felt the same. Nothing really mattered.
So post-game freeplay with a world that is effected by whichever faction you championed would be nice, and I would like the DLC to tie in to this especially. So for example, if DLC for F:NV took place in the Mojave AFTER the battle for Hoover dam, and whichever faction won was clearly evident in the environment of the DLC.
A weapon-modding system that's actually useful and/or necessary. I played through most of NV without modding anything, mostly using a lot of unique weapon variants. Modding was far too limited to a few weapons and the parts were almost non-existent before finding the Gun Runners, which was pretty close to the end of the game anyways.
OH just thought of this -- the chance to play as another "race."
You should be able to choose if you want to be a Ghoul, Super Mutant, or Human.
This last one might be too complex to implement, but I think it would be awesome to have a karma/faction system that works more realistically.
What I mean is, currently in the game, if you do something for a faction, that news spreads instantly, and everyone somehow recognizes you everywhere as a member of the other faction (unless you are wearing their uniform, which makes even less sense, since if they could tell who you were from 20 yards away, dressed like every other wastelander, why wouldn't they recognize your face right next to them?).
If I killed a bunch of Ceasar's Legion, and left no survivors, on one side of the map, then travel to another side of the map and suddenly everyone in Ceasar's Legion wants to kill me, how does that make any sense? How did they find out? How do they know what I look like? There aren't security cameras or fast communication networks. All they have is CB radio! Did someone's ghost get on the comm and go "uh, yeah, there's an average lookin white guy, wearing... some kind of hat and dirty clothes... yeah, be on the lookout for him." That describes every person in the wasteland almost.
I think if you do something in a particular area, people in that general vicinity should recognize you, but if you travel across the map, they should have no clue, until maybe a few days later when news got there or something, and ONLY if you left survivors and/or were documented somehow (observed by NPC, photographed, reported over radio).
