For multiplayer, it was a combination of the players being mostly a bunch of major douchebags and the unbalanced perks/weapons which they took advantage of.

Though, lest we forget, the single player was as awesome as ever, if a little short, and spec ops was admittedly, genius.

Multiplayer wise, there are some balance issues and things that I don't think work as intended to.

All the weapons are actually balanced very well, except the noobtube and Akimbo attachments. Akimbo simply does not belong in CoD, the only reason it's there is to grab some of the Halo audience which was completely unnecessary and a failure. Noobtube is obviously overpowered and there is no proper counter to it, I think it's intention is to help the newer players get kills but that doesn't do much good if the experienced players can use it too.

What breaks the balance of the game, are the perks. I've played the game for quite a while and it appears the developers worked to make the weapons balanced and then added the perks afterwards, which didn't work out too well.
Commando is commonly hated and for obvious reasons. Like Akimbo, Commando does not belong in CoD.
Stopping Power is actually another problem, but only for a few guns. That is the Famas, M16, Raffica, Intervention and the Barrett. Simply put, with Stopping Power they kill faster than any other gun at any range apart from shotguns at close range. Making them the best guns in the game. Master your accuracy and quickscoping, and you're practically unstoppable, even at close range if you're using one of the snipers, which is ridiculous.
Then there are the perk combos. Stopping Power/Steady Aim improves Akimbo too much. It also gives the Spas a crazy range, allowing you to kill even at mid-range.
Marathon/Lightweight/Commando is typically hated, though it's not the worst, simply being aware of your environment and listening to footsteps can avoid you from death. I also found it very ineffective when you have a whole team using it. Keep to open areas and Spas away.
Then there's the infamous OMA/Danger Close/Noobtube. For a start noobtube does not need to be any more powerful. But give yourself basically unlimited ammo and you're a monster.

Regardless of what people say about the killstreaks, they aren't overpowered. Not even the Chopper Gunner or AC-130. It's not the killstreaks themselves that are a problem, but the people playing. Helicopters, Harriers and the AC-130 can be easily countered by Stingers, Javelins and RPG or AT4 if you're feeling daring. However the thing is, most people don't bother countering them and then get themselves and their team-mates killed again and again. A possible solution to this, is to be able to change back to you're original class easily after shooting something down. Possibly have OMA and be able to choose the secondary weapon instead of the primary weapon.

All the maps are well designed, except for Wasteland and Estate for the reasons that half the map almost never gets used and everyone goes to the same place. There is the problem of being spawned right in front of the enemy, under a predator missile etc. I've noticed that this is worst in Scrapyard. I think you should be able to choose where to spawn in any of the places you can spawn randomly and no less than 15-20 meters away from the enemy.

People complaining about people over the mics should already know what the internet is like. It's got nothing to do with the game either so I don't see that as criticism. Besides, the solution has already been made. It's called the magic mute button.

There you go. Coming from someone who plays MW2 often and is able to construct detailed criticism and not go off in a bitchy rant, which is usually a rarity in these threads.

The half assed attitude that I imagine went into making the game.

Rather than "work harder, make it better" I imagine they had a "that'll do" attitude.

i say the killstreaks but the option that should be available is poor maps.
but they all ruined the game together.

nothing, It's a decent game, I dont usually like fps's, but it was the first fps that I beat the campaign on (other than the halo series)
