Fire can burn you, but you can see it and try to avoid it. Usually in games, they give you away to avoid it. Ice is kind of scary because you have the cold steam coming off of it. You can get frozen and traped, but really it is not that scary. Water is the worst. If it is deep enought you cannot really see the bottom. You can get trapped and drownd. In some games, the water can be your enemy. Things can hide and come out of the water. It is just bad news.

Ice. Imagine getting severe frostbite, and watching your skin tissue die and turn black before your very eyes? Pieces of your body would chip away, very slowly. In games, Ice is just a mere inconvenience, but you were not specific whether this is real or in a game. In game, water. Anything could be down there. But seriously, Ice is one hell of an element.

Mud can make you prisoner and the plains can bake you dry.
Snow can burn your eyes, but only people make you cry.

Water. Very few games have a Water level that is actually even Decent, let alone good.

When you get to the Water level, you know things are going to take a turn down diarrhea alley for a while.

Especially if you have to swim. Double Especially if your movement is hindered and you can't attack while swimming, yet get swarmed by enemies.

In games and in real life:

Darkness and/or the unknown > water, fire, and ice.
Darkness and/or the unknown > almost everything.

Ice, water is scary, but imagine drowning, then getting frozen.

Or slowly getting frozen, to the point where u can acctualy feel yourself being frozen.

Ice. Because I cans swim in water and I can run away from fire and put it out if it's on me by rolling for a bit, but Ice grows on you and would kill you slowly, whereas the other two would be relatively quick.
