Well the society in the Watchmen comic has no rational thinking whatsoever, I believe this after Nixon abolished the term limit. A rational society would realize that the United States has become a dictatorship with Nixon at the lead. How can people better their lot if they disbehave, how can people be called "better" if they succumb to crime? Rorschach offer life to those to choose to follow the rules and death to those who disobey them. We can both agree that his ways of doing things are bordered between unethical and wrong. My definition of a functioning society is one that bases its actions on rational thinking and provides the opportunity for everyone to better their lot. Rorschach does not think rationally, and most certainly goes out of his way to make people behave, or die, a choice which completely ruins a person's chance to get to a better place in their lives.
Oh, and you misspelled "cannot", "Rorschach", and "grammatical", you missed a verb in your second sentence somewhere, though I have no idea what you could have used, the rules of grammar are not chaotic, they are just very complex, and the use of fragment sentences is forgivable when the author is trying to emulate the spoken word.
