True, but they are still considered to be separate entities for the purposes of both organization and funding, if I recall correctly. And NASA, considered to be our across-the-board source of power on all things space-eriffic (that's so going to be a word when I start editing dictionaries for a living), is even more independent of it's parent organization, the air force. However, if Japan were to be the first nation to actively colonize space in large enough amounts to require policing/armed forces issues, they would probably make it a parliamentary office.
