I'd say Cole, mainly because he has attacks with decent range, like the Precision power. And it's hard to bisect someone when 50,000 volts of electricity are running through your crotch.

I'm surprised there's so many votes for Cole, to be honest. It's amazing what people can will themselves to be blind to if they try hard enough. Almost as if they believed they were voting for their favorite game, not the strongest character. Funny that.
Don't get me wrong, Cole is a functional hero. He'd be the equivalent of perhaps an Electro or something.
Mercer would be much higher than that. Like a combo of the T-1000 and the Hulk. He was, in fact, designed to be an insanely unfair character. Look at who they regularly fight.
Cole can have trouble with a group of ten First Sons. Mercer routinely fights twenty to thirty soldiers, a few tanks and choppers, and various infected mutants all at once and wins.

It depends on who saw who first. Cole would win in ranged combat. As long as he could keep his distance from Alex and do some long range sniping, he'll win but it won't be easy. On the other hand, all Alex has to do is get within arms reach of Cole and it's all over. Alex will slice, crush or absorb his way to victory.
