How strong are we talking? Like Looper strong, where most for most people the extent of their power is just lifting a coin? You wouldn't actually need to be 'powerful' per se to scare the living shit out of people. 'Controlled' is a better word. Question: how much energy is in a bullet when it leaves the muzzle? Quite a bit? Maybe... compared to how much is required to lift a car? Sweet fuck all. So, no, the existence of telekinetic powers wouldn't particularly scare me, as I would trust that most people with the power would be able to control themselves, just as most people are able to control themselves if they have a gun.
