While I do like the idea of banned people staying banned, I like the anonymity that is provided even more.
Besides, I kinda like when the geeks who use the internet for bad things are caught by the even bigger geeks on the side of what is right.

Last I checked, you don't need, legally, to go through any official process to change your name until you get into governmental issues (at least in the US).
