Hmm, let me reiterate.
Well Duke Nukem is fun, and is centered around just being nutty fun without much of a plot, and it worked. But with something like World War II there's only so much you can do with the setting and weapons of the era, because it's already been milked for all its worth in video gaming (I'm frankly sick to death of the typical WWII games and wish they'd stop being made) so to stand out it would need a good plot, and to keep you interested in the plot you need a character you can actually relate and/or sympathize with in some way; OR if your character is a mute, having support characters you can sympathize and/or relate to.
Playing as a Nazi, you
a) know everything you do is futile because they lose the war anyway
b) you're killing people who most likely you wouldn't want to, and are forced into the shoes of someone on the other side and forced to do actions you don't agree with
so to make it 'work' I do believe it would need to have the story unfold in such a way where the things you do feel somewhat justified, and a deep character who is unsure of his place in the whole thing.
Players would need to feel like they want to be involved with what is happening in the game; disagreeing with everything you do in game will just annoy/upset/bewilder people. Playing as a complete dickhead who fully believes in every evil action he does in this type of game would just not work.
