If you think the characters in ME2 are not developed, then kindly list some characters you think are. Pretty much all of the characters have interesting back stories and some very thought-provoking personal dilemmas. Perhaps you simply didn't talk to them, or go to the trouble of doing their loyalty missions - y'know...half the damn game.
ME2 beats the crap out of ME1 in terms of character. Two of the most interesting ones return in the second game anyway (Tali and Garrus), and even if you really loved Wrex, Liara and Ashley, then there's still enough intrigue in the second game to adequately cover that deficit. Kaidan? If you think Kaidan is a well developed character, then don't even worry about replying.
The characters in ME2 are pathetic, little more than expendable trash. They dont even occupy a unique role in the plot.
Listen, there is no point in arguing this, its simply fact.
The characters in ME2 consist of:
2-5 conversations - can vary wildly depending on romance or not. Really fucking shit characters like Tali and Garrus can probably only be talked to twice if you cant or wont romance them. Shit.
A recruitment mission. Mostly about shooting.
A loyalty mission. Mostly about shooting, with Thane and Samara being the two only exceptions.
Bar that they occupy a totally interchangeable role in the plot. They really just were attempts at "badass" filler. Only Mordin and Miranda occupy roles that could be considered plot related, and these are two of the worst parts of the story (Shepards fucking shitty "resurrection" which is not even detailed in the slightest, and Mordin and his magical seeker found from nowhere.)
ME2 is just mainly about cover shooting. Its why the plot, characters and gameworld (well, besides not using cookie cutter prefab locations anymore - just cookie cutter shooting galleries) are all completely inferior to ME1.
Edit: Just to be clear, you and many others seem to be under the ridiculous assumption that just because you might be able to talk to them a few times, they "develop". They dont. The only difference at the end game is whether they are dead or alive. Not that their personalities have dramatically changed via the players influence. ME2 is about running errands to keep an expendable squad alive for a vastly overhyped mission. Its not some deep story about the characters. If it were, they would fit together in some form of a cohesive whole, not just a series of disjointed missions that dont interact with one another.
