Two solutions

1). World War it is a provable fact that war's are very effective method of mass population control. The intelligent ones are generally smart enough to rise high enough in the ranks so that they don't have to fight and get killed or the grunts that do survive are generally the ones smart enough to avoid getting themselves killed.

2). License, really the world we live in now people are either too stupid or too lazy to even try to do things themselves, believe me I deal with some of the stupidest laziest people you will ever meet on a daily basis. If you had to fill in a form and then officially go somewhere with it to get a license to breed the stupid lazy ones wouldn't be smart enough to fill in the forms and the lazy ones wouldn't be bothered to get their ass to the place where they would be given the license.

You can't. Intelligence is not an easy thing to measure. Many people excel in certain areas of study, but fail others. The skills you would associate with intelligence could mean nothing to another person. You probably think your smart, but I guarantee someone's definition of intelligence disagrees. For example, I think it's stupid to classify people based on intelligence, and even dumber to try and kill people because of it. What you are suggesting is not an intelligent idea, at least to me.

And I don't think we should ever kill somebody because of intelligence, You don't have to be a genius to contribute to society. Whether you like it or not, the people you brand as unintelligent are probably still serving society in some way.

Someone's opinion on socialism is subjective. Besides, you're suggesting that a person is only intelligent if they care about politics.

Yes because genetics automatically determines how smart someone will be. It has nothing to do with the quality of their education or their living conditions.

I really don't think I could have put it any better. Schools seem to be trying to say that you're only intelligent if you're academically bright and go off to university. However, if we got rid of all those who weren't like this who would deliver our post? Who would clean our schools and hospitals? Who would do the jobs that academically brilliant people would look down their noses at? People take many of these things for granted.

Genetics do not automatically determine how smart someone is. I'd say the quality of the education they receive has a much bigger influence on their intelligence. Forced sterilization of people you consider to be retarded would not result in less retarded people. You're assuming that the only way for a person to be a genius is if their parents are geniuses. And people throughout history have proven this to be wrong.

Plus I don't think forced sterilization is ever a good idea. It limits genetic diversity.
