Think about it, didn't at one point Xbox 360 have a 40% failure rate, and if it failed outside warranty you needed to buy a new one? How many people just didn't know about the extended warranty and bought a new 360, that is how there can be more 360s out there but fewer people using them online. Also is Microsoft actually including replacement consoles as "sales"?
There are other things standing in the way of 360 forming as large a userbase:
-internet connection is not required to for any offline features, updates on new game discs.
-internet connection had (till 360 Slim) a higher barrier as people needed to figure out plugging in a CAT-5 cable or buy an extra wi-fi adapter.
-Many people turned off online altogether with all the good stuff behind the premium XBL Gold Membership that many don't want to pay for.
PS3's user numbers would also be inflated as:
-it is VERY easy to make multiple accounts on PS3, I actually made one by accident
-PS3 is a very popular multi-media device, but highly encourages user logging in online even if you just want to play a blu-ray
-err
