Yeah, personally I'd scrap final exams and have a test for the job you want, in addition to the interview.
Two people going for a basic IT support job.
person A has got A's in History, Biology, Religious Education and English Literature.
person B has none of this but has been using PC's since he was about 6, and can assemble a PC blindfold and set up networks, but didn't do well in the school environment.
It's obvious A gets the job now, but if tested B would get it. Also as someone who's been in a hiring role, I find personality and just fitting in far more important than exam results.

The main problem with school is it really has to cater for the average, and without throwing billions at it, you'll never be able to give those who fall behind, or those who excel the treatment they deserve.
I should also state that most of my teachers I had a lot of respect for and seemed to be doing the job because they wanted to educate and help kids, was just a few that seemed burnt out and angry, and I guess once you've chosen the path of teacher, it's got to be hard to change careers.
