Not trying to sound douche-y but what specifically would you have done differently? It's badly paced, repetitive and inconsistent (though the dialogue is great.) I don't have a problem with linearity, but if you're going to make a sand-box game then structure your story to take advantage of that. Instead, Red Dead takes the Call of Duty approach of pairing you with one or more team mates and having them lead you by the nose through highly scripted shooting galleries.
Luckily, I'm the kind of person who thinks about these kind of things. He seems like an interesting man who simply had different values for certain aspects of humanity and culture who eventually became forced into the position of Puppet administrator of the world. Obviously that's the fact of who he is. However all through playing Half Life 2 I harboured a hope that he secretly didn't believe any of the Combine propaganda which he talked about, just being a voice of the Combine with a microphone, I didn't think he actually believed any of it....
