Can be set to either depending on your bios, but you don't need to get to the bios to boot in safe mode anyway. So if your password is just on the bios menu it's not going to stop him anyway.

I know... I did point that out above, but I don't think anyone was paying attention.

OT: try talking to them about it. Or passwording safemode.

put a password on the administrator account, it will stop them from going into safe mode

other than that if you want turn on the encrypted file system and encrypt your my documents folder, that way only you can view them

there are a few other things you can try but encrypting the folder would be best and maybe putting a password on that
