If you go to a restaurant and order a steak, do you have a surcharge to give an extra dollar to the rancher who sold the beef to the restaurant? The way you talk, you expect the rancher to get an extra % from the sale of the steak in the restaurant because, even though they have already been paid for that steak they make nothing from the resale of that steak in the restaurant.
Also, buying new won't end DLC. Nothing will end DLC. How many of the million people that bought the MW Map Packs on release day bought their copy new? Probably most of them. It's an easy way to get extra cash for little work, so it will continue.
