OT:Let's change gears a bit. You know what bothered me more about SR3 than a change in comedic atmosphere?
The game felt about as substantial as a wafer. There's still things to this day I haven't done in SR2, and after beating it the first time, I continued to play off and on for probably 4 months after.
Having borrowed and beaten SR3 from a friend, I really just didn't feel like doing anything after, or rather, there wasn't much left to do since the in-game cheats make everything an eventuality.
Of course it's fun to take a howitzer shell from a tank in the face at point blank and laugh at all the damage it didn't do, but after awhile the "goofing around" aspect lost some of it's appeal.
Remember in San Andreas and previous GTA games how they didn't have an actual godmode cheat, just a health code you had to put in over and over again? I can only interpret that as them realizing that without the risk of dying, causing wars with the cops just isn't as fun, isn't as exciting. Quoting Yahtzee (ohlawd) "the whole thing feels about as substantial as playing with your own snot."
I felt like I was playing a modded version of some other game, and the modder is the kind of person who likes Moogle race mods and trainers.
